Position: Senior Public Health Engineering (PHE) Officer

Location: Gambela, Ethiopia
Salary: As per the Oxfam benefit package

Skill and Educational Background:

Education: Degree in Civil/Water Resource and Irrigation, Hydraulic Engineering, Environmental Engineering, or a relevant field. A minimum of 5 years of practical experience is required, though significant experience in WASH may substitute for formal qualifications.
Experience: Proven leadership and experience in planning, implementing, and overseeing PHE programs, particularly in emergency response/recovery and long-term development.
Extensive experience working with UN clusters, government authorities, and I/NGO partners, especially in leadership roles.
Advanced technical skills in designing, drawing, cost estimation, and contract management of PHE interventions, with experience in the Gambella region preferred.
Strong experience in project cycle management, strategic planning, implementation, monitoring, and evaluation.
Proven experience in mentoring, capacity building, and providing technical leadership, including skills in training facilitation.
In-depth knowledge of humanitarian principles and commitment to the NGO/Red Cross Code of Conduct and the Sphere Humanitarian Charter and Minimum Standards.
Language: Excellent command of English and Amharic (both speaking and writing) is essential.
Knowledge of integrated approaches for effective drought and conflict risk management.
Extensive experience working with local partners, including local authorities, and navigating complex stakeholder environments.
Advanced diplomacy and negotiation skills, with experience in gender analysis and integrating gender and diversity into programs.
Ability to work effectively under pressure and adapt to changing needs and deadlines.
Proficiency in relevant software tools, including CAD, WaterCAD, EPANET, and Pro-CAD.

Preferred Qualifications:

Experience in conflict-sensitive programming.
Candidates with the legal right to work in Ethiopia, especially those fluent in Amharic and other local languages, are preferred.
