External Vacancy Announcement: Médecins Sans Frontières (MSF) – Holland

Médecins Sans Frontières (MSF) is an international, independent medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare. MSF-Holland is currently seeking a diligent and organized Human Resource Assistant to support our project team.


Position: Human Resource Assistant

Purpose of the Job

The Human Resource Assistant is responsible for executing administrative, HR, and legal-related tasks under the guidance of the Project HR Manager. This role ensures that all project operations follow MSF standards and procedures, maintain legal compliance, and realize the HR capacity necessary to achieve our medical humanitarian objectives.

Key Responsibilities

HR Administration & Compliance

  • Maintain and update personal files and the HR database to ensure accuracy and data confidentiality.
  • Update Social Security and Tax office files to ensure full compliance with local labor and fiscal laws.
  • Manage the evaluation calendar for project staff and ensure administrative rules are respected.
  • Track staff sick leave, annual leave, and other absences, ensuring all documentation is completed according to procedure.
  • Follow up on expiring rental contracts and inform management in time for renewals or alternatives.
  • Supervise domestic staff, including cooks and cleaners.

Recruitment & Onboarding

  • Draft and publish job offers according to established procedures.
  • Support the recruitment process by collecting CVs and making practical arrangements for interviews and tests.
  • Conduct general administrative briefings on HR policies for all new employees and ensure they are sufficiently briefed by all departments.

Payroll & Contract Management

  • Prepare employment contracts and specific amendments in conformity with legal requirements.
  • Prepare monthly pay slips, ensuring punctuality and accuracy of the staff payroll.
  • Manage the registration and cancellation of employees in the pension scheme.
  • Anticipate contract end dates, prepare renewal documents, and manage clearance procedures for departing staff.
  • Explain pay slips to field staff and prepare incentive payments for seconded staff.

Candidate Profile

Education & Experience

  • Education: A diploma in Finance, Business, or Administration is highly desirable.
  • Experience: * Essential: At least two (2) years of relevant professional experience.
    • Desirable: Previous experience with MSF or other international NGOs in developing countries.
  • Languages: Proficiency in the mission language (English) and local languages is essential.

Technical Skills & Competencies

  • Computer Literacy: Essential proficiency in MS Word, Excel, and Internet usage.
  • Competencies: * Strong orientation toward results and quality.
    • Exceptional teamwork and cooperation skills.
    • Behavioral flexibility and stress management (Level L3).
    • Firm commitment to MSF Principles.
