1️⃣ Senior MEAL Expert

πŸ“ Location: Addis Ababa, Ethiopia
πŸ“„ Contract: Initial 1-year contract (with strong prospects for extension)
πŸ“ Eligibility: Open to Ethiopian nationals only

πŸ”Ή Purpose of the Role

Support evidence-based programming by building practical data systems, ensuring high-quality and responsible data management, and translating programme data into actionable insights to improve decision-making and programme outcomes.

πŸ”‘ Key Responsibilities

A. Data Systems & Governance

  • Develop and harmonize project-specific MEAL plans, indicator tracking tools, reporting templates, and monitoring schedules.
  • Design and maintain MEAL data architecture (indicator library, codebooks, metadata, version control).
  • Establish secure programme databases with access controls.
  • Implement GDPR-aligned data governance: consent, data minimization, retention schedules, safe sharing rules.
  • Create SOPs for data collection, cleaning, validation, storage, analysis, and archiving.

B. Analytics & Decision Support

  • Analyse monitoring data and provide actionable recommendations.
  • Develop dashboards and analytical packs (Power BI/Tableau/Excel) for programme performance.
  • Implement automated data quality checks and deeper analyses (pre/post comparisons, cohort tracking, basic forecasting).
  • Support proposal design and reporting with data evidence.

C. Digital Data Collection & Tooling

  • Lead design and QA of digital data collection tools (CommCare, ODK, Kobo).
  • Train enumerators and programme teams on digital workflows and informed consent.
  • Maintain a library of reusable forms, question banks, and standard disaggregation fields.

D. Accountability, Feedback & Learning Analytics

  • Implement and monitor Feedback and Complaints Response Mechanisms (FCRM).
  • Analyse feedback trends and produce actionable insights for programme adaptation.
  • Apply privacy-safe text analytics where appropriate.

E. Evaluations, Learning & Evidence Products

  • Monitor evaluation recommendations and integrate lessons learned into programmes.
  • Produce short evidence products: learning briefs, decision notes, summaries.
  • Facilitate after-action reviews and learning workshops.

F. WHH GDPR Commitments & Data Protection Lead

  • Serve as country office focal point for GDPR-aligned practices.
  • Maintain documentation for data protection, access lists, retention/deletion schedules, and incident logs.
  • Support safe data sharing for reporting, evaluations, and learning products.

G. Capacity Building & Change Management

  • Assess MEAL capacity gaps and develop capacity strengthening plans.
  • Facilitate reflection meetings, learning sessions, and cross-project knowledge sharing.
  • Coach programme staff on data literacy and promote a culture of data use.

H. Responsible Use of AI (Guiding Principles)

  • AI may support analytics only if sensitive data is protected, human-in-the-loop validation is applied, methods are documented, and AI is not used for eligibility/assistance decisions without safeguards.

πŸŽ“ Education & Experience

  • Degree in Statistics, Data Science, Economics, Social Sciences, Public Health, or related field (or equivalent experience)
  • 5+ years’ experience in MEAL, research, programme quality, information management, or analytics
  • Experience in INGO or development programmes with strong project cycle management knowledge
  • Experience facilitating trainings, workshops, and capacity building

🧠 Required Skills

  • Strong understanding of MEAL frameworks, indicators, evaluations, and learning processes
  • Advanced Excel (Power Query preferred) and at least one BI tool (Power BI/Tableau)
  • Digital data collection (Kobo/ODK/CommCare)
  • Responsible data management (confidentiality, informed consent, retention, safe sharing)
  • Excellent spoken and written English and Amharic
  • Analytics & reporting, dashboards, insight generation
