Job Overview:

The Sr. Roving MEAL Officer will support DCA’s Ethiopia office by implementing effective Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across multiple projects in regions like Afar, Bale, Gambella, South Omo, and Wag Himra. Key responsibilities include project monitoring and evaluation, enhancing learning processes, managing digital data systems, and providing capacity-building support.

Key Responsibilities:

• MEAL Policy Implementation: Ensure alignment with DCA’s MEAL policy and program frameworks.
• Assessments and Evaluations: Lead the entire assessment process, from tool creation to data analysis.
• Data Analysis and Reporting: Enhance data interpretation for improved project outcomes and assist in report generation.
• Tool Development: Create and standardize tools for tracking program outputs, outcomes, and impacts.
• Capacity Building: Provide coaching for staff and partners to strengthen MEAL skills.
• Accountability: Ensure compliance with Core Humanitarian Standards (CHS) and other quality standards.

Requirements:

• Education: BA or MA in Monitoring and Evaluation, Statistics, Economics, Development Studies, or related fields.
• Experience: Minimum of 6 years with a BA or 4 years with an MA, including direct M&E experience in an NGO or humanitarian context.
• Skills: Proficiency in digital data collection (e.g., Kobo, ODK), statistical software (e.g., SPSS), excellent communication, report writing, and organizational skills.
