About the Organization:
Positive Action for Development (PAD) is a civil society organization in Ethiopia that works across humanitarian, NEXUS, and development sectors. Its mission is to improve the livelihoods of disadvantaged groups and foster social and inclusive economic growth. PAD is currently hiring for an EHF-funded project in Gida Ayana Woreda, East Wollega Zone of the Oromia Region.
1. Food Security and Livelihoods Officer
Job Summary:
The Food Security and Livelihoods (FSL) Officer is responsible for planning, implementing, and evaluating food security and livelihood interventions. The role focuses on activities related to animal production, animal health services, and broader agriculture and livelihood interventions. The officer will also manage beneficiary selection, organize trainings, collect and analyze project data, and ensure gender and other cross-cutting issues are mainstreamed.
Duties & Responsibilities:
- Plan and implement FSL interventions, including voucher-based animal health services, and distribution of agricultural inputs.
- Oversee the beneficiary selection process and manage the registration and documentation of households.
- Organize and facilitate training for agricultural experts and beneficiaries.
- Collect project data, prepare progress reports, and document lessons learned.
- Engage in stakeholder meetings and represent PAD in local forums.
- Mainstream gender, disability, and other cross-cutting issues.
- Ensure adherence to project plans and donor/government agreements.
Required Qualifications:
- Education: BSc/BA degree in Animal Science, Animal Health, Veterinary Medicine, or other related Agriculture fields.
- Experience: At least five years of work experience in the agriculture sector with local or international NGOs.
- Skills: Experience with food security and livelihood emergency response projects, particularly in animal health services and agricultural input distribution. Fluency in English and a local language is required.

2. Health Officer
Job Summary:
Under the supervision of the Project Coordinator, the Health Officer will plan, coordinate, implement, and monitor the health component of an emergency response project. The role focuses on ensuring timely, quality, and integrated health services in coordination with local health authorities and other sectors.
Key Responsibilities:
- Lead the planning and implementation of emergency health interventions.
- Coordinate with the woreda health office and health facilities to deliver services.
- Support essential primary healthcare services and facilitate referral linkages.
- Ensure the availability and proper use of essential medicines and medical supplies.
- Provide technical support and on-the-job coaching for frontline health workers.
- Monitor health activities, collect data, and prepare timely reports.
- Work with community health structures to strengthen health-seeking behavior and prevent disease outbreaks.
- Represent the organization in relevant health coordination forums at the woreda level.
- Ensure all health activities adhere to organizational policies and national standards.
Required Qualifications:
- Education: Bachelor’s degree in Public Health, Health Officer, or Medicine from a recognized institution with a valid professional license.
- Experience: A minimum of 5 years of relevant work experience, preferably in primary healthcare, nutrition, or emergency response programs.
- Skills: Proven experience in planning and monitoring health projects, knowledge of national clinical guidelines, familiarity with drug and medical supply management, and experience with data management and HMIS tools.

3. Field Monitoring, Evaluation, Reporting, and Learning (MERL) Officer
Job Summary:
The MERL Officer is responsible for ensuring programs are evidence-based and impactful. The position involves designing and implementing monitoring and evaluation frameworks, conducting research, and integrating learning into project strategies. The officer will collect, analyze, and report on key performance indicators and support project teams in using data for adaptive management.
Overall Responsibilities:
- Prepare a monitoring checklist and collect daily, weekly, and monthly plans and reports from staff.
- Provide feedback to the project coordinator on strategies and activities.
- Fully document service provision, reports, and care plans.
- Encode beneficiary data into a database.
- Assist project coordinators with M&E tools and report preparation.
- Prepare and maintain data collection tools, conduct quality assurance, and analyze data.
- Monitor and evaluate the overall progress and sustainability of project results.
- Train and support staff on M&E processes.
- Document change stories and provide input on project outcomes.
Required Qualifications:
- Education: An advanced university degree in Statistics, Economics, Social Sciences, Development Studies, or a related field.
- Work Experience: At least five (5) years of relevant work experience in monitoring, evaluation, and learning, ideally in a multisectoral context.
- Skills: Strong experience in designing MEL frameworks and conducting evaluations. Proficiency in data collection and analysis software (e.g., Excel, SPSS, Stata, Power BI) and digital tools (KoboToolbox). Strong analytical, communication, and report-writing skills.
