Job Overview
IRC is launching a Lifesaving Multi-Purpose Cash Assistance (MPCA) Project in Amhara, Benishangul-Gumuz, Oromia, and Tigray regions to support crisis-affected populations, including IDPs and host communities.
The Project Manager will lead planning, coordination, implementation, and monitoring of the MPCA project, ensuring that vulnerable households can meet their emergency and recovery needs without resorting to harmful coping mechanisms. The role involves direct supervision of project staff, financial oversight, coordination with stakeholders, and ensuring adherence to IRC and donor standards.
Key Responsibilities
Project Management
- Lead and manage MPCA project implementation across target zones and woredas in collaboration with government stakeholders.
- Provide technical support on activity planning, strategy design, and compliance with IRC cash program guidelines.
- Ensure fair targeting of beneficiaries through community-based targeting and complaint response mechanisms.
- Oversee cash feasibility assessments, cash transfer modalities, and safe distribution processes.
- Prepare and manage cash distribution plans in collaboration with financial service providers.
Project Implementation
- Coordinate kebele/IDP site selection, client targeting, registration, and verification.
- Mobilize communities and raise awareness of project objectives and selection criteria.
- Maintain accurate records of beneficiaries, payments, and distributions.
- Collaborate with MEAL and technical teams to ensure accountability and learning.
Financial Management
- Develop financial plans for cash distribution and submit timely projections.
- Track budget utilization and support BVA (Budget vs. Actual) reviews.
- Ensure compliance with IRC and donor financial policies.
HR Management
- Supervise and mentor project staff, ensuring adherence to IRC’s code of conduct and HR policies.
- Conduct regular performance evaluations and one-to-one meetings.
- Foster accountability and responsiveness among staff and beneficiaries.
Representation & Coordination
- Represent IRC at regional and zonal coordination forums.
- Build partnerships with government bodies, financial service providers, and humanitarian actors.
- Ensure alignment and avoid duplication of efforts with other interventions.
Monitoring & Reporting
- Compile and submit timely monthly, quarterly, and annual reports.
- Supervise baseline surveys, feasibility assessments, and program monitoring.
- Ensure quality, result-based reporting with proper documentation.
Capacity Building
- Provide technical training to project staff, community committees, and government stakeholders.
- Strengthen capacity in humanitarian cash transfer principles, targeting, and complaint response mechanisms.
About You
Educational Requirements
- MA/MSc or BA/BSc degree in Sociology, Development Studies, Economics, Marketing, Accounting, Management, Banking, Rural Development, or Project Management.
- Experience:
- MA/MSc holders: Minimum 3 years relevant experience.
- BA/BSc holders: Minimum 4 years relevant experience.
Preferred Experience & Skills
- Proven experience in cash programming (conditional/unconditional cash transfers).
- Strong understanding of CVA, working with financial service providers, and emergency programming.
- Excellent communication, organizational, and problem-solving skills.
- Proficiency in Microsoft Office; familiarity with data management tools is a plus.
- Ability to work under pressure, independently and in cross-functional teams.
- Language: Strong English skills required; local language proficiency is an advantage.
