1. Livelihoods Officer
I. Job Summary:
The Humanitarian Livelihoods Officer will support the planning and implementation of Agriculture (Vegetable seed and pullet provision) and VSLAiE activities, under the direct supervision of the Humanitarian Response Manager or Team Leader. This role provides management and technical support to project staff, monitors progress, and ensures quality programming, impact, and documentation of learning. S/he will also support partnerships and accountability measures at the implementation level.
II. Responsibilities:
- Job Responsibility 1: Planning and Implementation of Project Activities (25%)
- Ensure project activities align with organizational principles and procedures.
- Support Detailed Implementation Plan (DIP) development and monitor implementation.
- Provide technical support and supervision for Agriculture and VSLAiE interventions.
- Support staff in involving stakeholders and resolving implementation challenges.
- Coordinate assessments and support operational needs.
- Support communication with partners and ensure commodity distribution compliance.
- Support audit recommendation implementation and project compliance with CARE policies and donor rules.
- Job Responsibility #2: Program Quality Assurance (25%)
- Ensure appropriate programmatic approaches based on EPMTs, M&E frameworks, and CARE’s principles.
- Identify and secure technical assistance.
- Utilize management tools for impact achievement.
- Share information with other CARE Ethiopia interventions.
- Participate in audit recommendation implementation.
- Job Responsibility #3: Reporting and Staff Supervision (25%)
- Develop reporting formats, collect and summarize performance reports from staff.
- Monitor report quality, develop learning platforms, and ensure good practices are shared.
- Maintain information on capacity building and accountability systems.
- Collect best practices, case studies, and lessons learned.
- Assist in project report preparation and timely submission.
- Supervise, coach, and provide technical support to project staff.
- Complete performance management activities for direct reports.
- Collaborate with HR to address personnel problems.
- Support staff capacity development and training.
- Job Responsibility #4: Partnership and accountability (10%)
- Establish and maintain productive relationships with stakeholders.
- Work closely with government institutions, CBOs, and communities.
- Ensure active participation of humanitarian actors in project design, planning, implementation, and monitoring.
- Ensure local stakeholders are informed of project events.
- Job Responsibility #5: Financial Management (10%)
- Assist HRM/Team Leader in budget management and utilization compliance.
- Support budget revisions and monthly monitoring of burn rates.
- Job Responsibility: Other (5%)
- Perform other assigned duties.

IV. Qualifications:
- Required:
- Bachelor’s degree in agriculture (crop, livestock, veterinary) or related field.
- Minimum of 2 years of experience in project implementation, preferably in humanitarian aid, specifically emergency agriculture and other responses.
- At least one year’s experience in Livestock, vegetable, and VSLAiE applied in emergency response operations.
- Proficiency in verbal and written English, budget planning and management, monitoring and evaluation, report writing.
- Proficiency in standard office software package.
- Good interpersonal communication skills and ability to effectively liaise with government, community leaders, and other stakeholders.
- Proven ability to meet deadlines.
- Understanding of the importance of gender, youth, and social inclusion.
- Demonstrated commitment to principles of gender, equity, diversity, inclusion, and PSHEA (safeguarding).
- Desired:
- Working knowledge of programming in humanitarian contexts.
- Knowledge of local languages.
- Skills in organizing and facilitating training events.
- Knowledge of Livelihoods and Agriculture emergency response actions.

2. Digital and System Management Officer
I. Job Summary:
The Digital and System Management (DSM) Officer will lead JEOP digital data and device management within CARE, reporting directly to the JEOP LDM Manager. This role coordinates all JEOP activities related to digital data and device management, provides technical guidance to field-based JEOP staff, and implements innovative technologies to enhance data management and analytics across JEOP operational areas. The DSM officer collaborates with internal and external teams to facilitate the adoption of these technologies, improving data handling, participant identification, and commodity tracking.
II. Responsibilities:
- Job responsibility #1: Portal Rollout (50%)
- Support the implementation of the JEOP data management system (JEOP Portal).
- Ensure portal accessibility, technical requirements (tablet, internet), and appropriate user access for partner staff.
- Oversee accurate and timely data entry, ensuring data quality standards.
- Ensure safeguarding of JEOP ICT4D electronic property (tablets, dongles, smartphones).
- Ensure ICT4D devices are updated with the latest software and security patches.
- Serve as the first point of contact for technical portal issues within CARE.
- Job responsibility #2: Capacity Building (15%)
- Facilitate training sessions on JEOP’s ICT4D data collection tools and system for JEOP staff.
- Assess staff capability and provide training/technical backstopping.
- Provide day-to-day support for JEOP staff on system implementation.
- Ensure data management protocols and protection at all levels.
- Job responsibility #3: Data Management System (20%)
- Perform user acceptance testing with CRS and Project Balance.
- Oversee development of data management and governance guidelines.
- Maintain relationships and communication for system user feedback and business requirements.
- Coordinate with CRS ICT4D team and Project Balance throughout implementation.
- Ensure project documentation for device management and digital data collection is complete.
- Provide day-to-day support for partner staff on system implementation.
- Job responsibility #4: Learning and Information Management (10%)
- Identify and capture learnings from the information management system.
- Responsible for timely collection, analysis, and utilization of digital data management system information.
- Share and document digital data management related information.
- Liaison with others to gain experience and share CARE’s digital data management system.
- Job Responsibility #5: Other (5%)
- Perform other duties as assigned.

IV. Qualifications:
- Required:
- Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or related fields.
- At least 4-5 years of experience in digital data collection tool and system development, database development and management, and rollout of digital tools and systems to users.
- Minimum of 3-4 years of work experience in project support, ideally in digital data collection, device management, and digitalization in an INGO sector.
- Experience in training frontline/field-based staff and conducting training sessions.
- Experience with Kobo, CommCare, PowerBI, GIS, or similar data collection, management, and analysis tools.
- Previous hands-on experience in designing and deploying mobile technology solutions in emergency response or related fields.
- Proficient in data collection tools such as CommCare, ODK, and KoboToolbox.
- Solid knowledge of Software Development Life Cycle (SDLC) and agile techniques.
- Experience with relational database design and management (Microsoft Azure SQL database and Microsoft SQL Server).
- Experience with business and technical requirements analysis, business process mapping, and understanding of end-user needs.
- Knowledge in Microsoft Office 365 Apps including Power Automate, Power Apps, and Teams.
- Knowledge and use of standard project management tools and techniques.
- Desired:
- MA/MSc in Computer Science, Information Systems, Software Engineering, or related fields.
- Experience in the NGO sector, especially humanitarian response.
- Knowledge of statistical software like SPSS and experience in database development (e.g., MS Access).
- Personal Skills: Ability to meet deadlines, excellent organization, planning and analytical skills, detail-oriented, good relationship management skills, proactive, result-oriented, team player, strategic, analytical, problem-solving skills, strong communication and interpersonal skills.
- Travel Required: Up to 40% frequent field travel.
