
The Ethiopian National Association of the Blind (ENAB), the first association for people with disabilities in Ethiopia with over 64 years of experience advocating for the rights of visually impaired individuals, is seeking a competent and dedicated Human Resource and General Service Senior Officer.
Position: Human Resource and General Service Senior Officer
- Number of Positions: 1
- Salary: 25,992 ETB + Transportation allowance (1,500 ETB) + Telephone allowance (1,000.00 ETB)
Major Duties and Responsibilities:
As Human Resource Officer:
- Provides day-to-day HR activities for ENAB’s head and branch offices.
- Handles employee benefits, training and development, and other administrative issues in compliance with statutory obligations.
- Prepares and develops HR strategic plans with line managers, considering long-term and immediate staff requirements.
- Communicates ENAB HR policies, procedures, and guidelines to staff.
- Advises senior management on adherence to the ENAB HR manual and labor law.
- Coordinates staff recruitment and selection processes.
- Plans & facilitates trainings, including new staff orientation.
- Ensures compensation & benefits align with Association standards, policy, and labor law.
- Reviews and develops relevant policies and procedures, providing advice on employee performance.
- Facilitates performance appraisals for probationary staff.
- Ensures all staff information is properly filed, updated, and confidentiality is maintained.
- Handles leave management and updates leave records.
- Verifies medical receipts for reimbursement.
- Conducts reference checks and ensures all relevant employment information is collected.
- Establishes and updates the HR database.
- Responds to staff inquiries regarding hiring, promotion, transfer, benefits, etc.
- Advises & assists Senior Management & line managers in understanding & implementing ENAB HR, Grievance & related policies.
As General Service Officer:
- Produces medium & long-term plans for general service activities.
- Supports in the development and revision of general services regulations and fleet management policy.
- Ensures efficient vehicle fleet management system is employed.
- Ensures premises are safe and meet safety standards.
- Responds to user requests, solves problems, and manages complaints.
- Ensures Association policies and regulations are followed.
- Maintains budgetary control.
- Prepares reports and recommendations for departments.
- Performs other duties in relation to HR and General Service as assigned.
Technical and Other Skills:
- Excellent computer skills, knowledge of Human Resources Information Systems (HRIS), Microsoft Office Suite (especially Excel), and demonstrated skills in database management and record keeping.
- Knowledge of employment laws and best practices.
- Proven experience and ability to effectively manage a varied workload, working tight deadlines and schedules.
- Ability to maintain effective working relationships with all levels of staff.

- Good command of written & oral English skill is advantageous.
Minimum Qualification and Experience:
- Education: BA or MA Degree in Human Resource Management, Procurement & Supplies Management, Business Administration/Management, Economics, and/or related field.
- Experience: 6 years of relevant experience.
Working Conditions and Level of Travel Required:
- Office environment, and some travel may be required.
