We are currently seeking a dedicated Adolescent Girls Program (AGP) Officer to support our HACAP program in the Somali Region.

General Position Summary:

The Adolescent Girls Program (AGP) Officer will provide targeted interventions for adolescent girls within the HACAP program (operating in Adadle, Berano, and Abakorow Woredas of the Somali Region). This role ensures the technical quality and integration of these activities across humanitarian programs, addressing related concerns through direct service and referral. The AGP Officer will deliver curriculum-based life skills sessions, provide capacity-building training, lead organizational and staff transformation on Gender Equality and Social Inclusion (GESI), and represent Mercy Corps in relevant coordination forums.

Essential Job Responsibilities:

  • Strategy & Vision: Collaborate with Mercy Corps teams and external actors to integrate gender, protection, social inclusion, and GBV concerns into humanitarian programs.
  • Program Management: Engage in assessments, adhere strictly to GBV guiding principles, supervise and train mentors, collaborate with partners for girl selection, adapt curriculum, conduct capacity-building training for various stakeholders, directly engage with girls and parents, coordinate case management, develop activity plans, monitor logistical needs, enhance relationships with stakeholders, strengthen coordination with local actors, participate in M&E, support GBV prevention activities, facilitate relevant training/workshops, develop work plans, provide prevention/risk mitigation services, conduct assessments and community meetings, ensure SASA! implementation, assist in capacity building for GBV safety audits, monitor prevention supply needs, and compile reports.
  • Team Management: Provide technical guidance and on-the-job training to mentors, support project teams with capacity building (training and coaching on gender mainstreaming, protection, GBV, and social inclusion), promote accountability, and foster a respectful work environment.
  • Influence & Representation: Coordinate with government, development, and humanitarian actors to promote gender equality, protection, social inclusion, and GBV prevention. Represent Mercy Corps in relevant forums and uphold the organization’s values.
  • Gender, Equality, Diversity, and Social Inclusion (GESI): Support diverse recruitment, promote an inclusive work environment, and lead by example in fostering a gender-equal culture.
  • Program and Proposal Development: Provide technical support to humanitarian teams for gender integration, conduct needs assessments, and document community data for new initiatives.
  • Supervisory Responsibility: Provide technical support to project teams (especially social workers and community volunteers) for effective GBV service delivery and capacity-building training.
  • Security: Ensure compliance with security procedures and policies, and proactively ensure team member safety.
  • Accountability to Participants and Stakeholders: Support efforts toward accountability to program participants, partners, and international standards.
  • Ongoing Learning: Dedicate 5% of time to learning activities for personal and professional growth.

Knowledge and Experience:

  • Education: BA degree in Gender and Social Development, Sociology, Psychology, Social Work, or other similar social science fields.
  • Experience: Minimum of four years’ work experience in gender, protection, and GBV-related roles in both development and humanitarian settings.
  • Local Experience: Previous experience/exposure to the location/region (Somali Region) for which you are applying is required.
  • Language Skills: Good verbal and written communication skills in English; speaking the local language (Somali) is a strong plus.

Demonstrated experience managing field programs, ability to adapt technical theories to real-world complexities, proven ability to influence donors, partners, and peer organizations, strong interpersonal and cross-cultural communication skills, high emotional intelligence, and awareness/sensitivity to international development issues and diverse cultures.
