About Première Urgence Internationale (PUI):

PUI is a non-governmental, non-profit, non-political, and non-religious international aid organization dedicated to supporting civilians affected by marginalization, natural disasters, wars, and economic collapses.1 Our mission is to provide emergency relief to uprooted people, helping them regain dignity and self-sufficiency through an integrated approach that addresses fundamental needs.2

PUI in Ethiopia:

Since June 2022, PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) and has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States.3 Our current projects primarily focus on improving access to health and nutrition services for conflict and drought-affected populations, working in collaboration with local health authorities.4

Overall Objective of the Role:

The Procurement Officer supports the logistics Unit in the planning, implementation, and follow-up of procurements. S/he provides support and recommendations to improve the efficiency of the purchasing process at mission level.

Work Base: Addis Ababa.

Contract Duration: 6 months with possibility of extension

Tasks and Responsibilities:

  • PROCUREMENT PLANNING AND STRATEGY:
    • Support the drafting of Procurement Plans aligned with internal and donors’ guidelines.5
    • Review Procurement Plans monthly, verify alignment with actual implementation and forecast, and update as necessary.
    • Consolidate and share updated Procurement Plans.6
    • Capitalize, regularly update, and share procurement data using dedicated tools (suppliers list, price list, procurement validation follow-up, etc.).7
  • PROCUREMENT VALIDATION:
    • Support the logistics coordinator in checking all procurement files received at Coordination for validation, ensuring complete and correct documentation.8
    • Verify compliance of procurement files with internal Procurement Procedures and Donors guidelines.
    • Liaise with Field teams for identified issues to complete/correct documentation.
  • PURCHASES AT COORDINATION LEVEL:
    • Support in identifying and quantifying needs for centralized purchases from bases.9
    • Handle entire procurement processes at coordination level, ensuring compliance with regulations and proper delivery/stocking of items.
    • Draft procurement contracts and follow lease and FWA contracts.10
    • Support the logistics coordinator for implementing market studies and large procurement procedures (Call for Tenders, Call for Expression of Interest, etc.).11
    • Review and submit purchase files requiring payment to the finance department.
    • Liaise with customs and EFDA in the importation process.
    • Do procurement follow-up reports for the coordination office and consolidate PFU from bases before logistics coordinator validation to send to HQ.12
  • INTERNAL AND EXTERNAL AUDITS:
    • Support the logistics coordinator in performing sample checks of procurement files at bases and coordination level, providing feedback on compliance.13
    • Support the logistics coordinator in the preparation of external audits.
  • ARCHIVING AND REPORTING:
    • Ensure archiving of validated procurement files and contractual documents at Coordination level, in compliance with PUI’s guidelines (soft and hard copies).14
    • Support the Logistics coordinator in the verification and feedback on monthly Logistics reports from bases.
  • PRIORITIES OF THE DEPARTMENT:
    • Follow up on emergency/ongoing purchases.
    • Follow up on implementation of logistics pack tools.
    • Follow up on procurement plans.15
    • Follow up on local and international medical procurements.

Required Qualifications and Professional Experience:

  • Education: University degree in Logistics, Procurement, Medical Sciences or a related field. Pharmacy background is a plus.
  • Experience: A minimum of 4 years’ experience in Procurement (medical – pharmaceutical, medical supplies and commodities, PPEs, etc.16 and non-medical – NFIs, etc.), preferably in an NGO; and experience with importation process (Single window, EDA application and other authority requirements is an asset).17

Required Knowledge & Skills:

  • Good knowledge of procurement standards and donors’ guidelines, and of the Ethiopian procurement policy.18
  • Good practice of Microsoft Office and Internet tools; and very good in Excel.
  • Very good communication, negotiation, and writing skills.

Language: English and Amharic. Any other local language is a plus.
