HR & Development Manager
Job Summary
Under the supervision of the HR & Development Director, the HR & Development Manager is responsible for planning, organizing, and coordinating HR activities. The role includes overseeing recruitment, testing, selection, placement, promotion, transfer, retirement, policy formulation, labor law compliance, staff career development, and manpower planning. The manager also ensures the effective implementation of personnel policies and advises supervisors and employees accordingly.
Duties & Responsibilities
- Plan, organize, direct, and control HR activities of the division.
- Formulate and review procedures on recruitment, job classification, salary administration, and records management.
- Implement and monitor HR policies, strategies, and labor law compliance.
- Develop short- and long-term manpower plans and maintain corporate HR lists.
- Prepare and implement annual leave schedules and staff career development strategies.
- Manage recruitment, testing, selection, placement, promotion, transfer, and retirement processes.
- Advise management and employees on personnel policies and procedures.
- Ensure proper orientation and information is provided to new recruits.
- Conduct research to improve HR productivity and efficiency.
- Oversee performance evaluations and confidential personnel files.
- Undertake salary surveys and analyze employee turnover and absenteeism.
- Collaborate with departments on payroll, benefits, attendance, and HR-related processes.
- Prepare career progression paths for staff, managers, and employees.
- Lead HRIS implementation and personnel recordkeeping.
Qualification & Requirements
- Education: Master’s Degree in Management, Human Resource Management, Public Administration, or related field.
- Experience: 10 years of related work experience, with at least 5 years in a managerial position.
