Job Summary
The MEAL Coordinator will oversee the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions and day-to-day activities at the base. The position ensures quality program implementation, data accuracy, and institutional learning for program improvement.
Key Responsibilities
- Lead and supervise MEAL operations at the base level.
- Support program teams in monitoring, evaluation, accountability, and learning activities.
- Manage DHIS II reports, beneficiary validation, and PDMs.
- Conduct baseline and endline evaluations and ensure evidence-based reporting.
- Develop accountability systems, manage feedback, and ensure compliance with ACF standards.
- Build staff capacity and lead learning and knowledge management initiatives.
Qualifications & Experience
- Master’s or BA degree in Epidemiology, Statistics, Economics, or other Social/Developmental Sciences with a focus on quantitative methods.
- 5 years (MA) or 7 years (BA) of proven MEAL experience in humanitarian/development programs.
- Proficiency in DHIS II, SPSS, STATA, GIS, or mobile data collection tools.
- Experience in donor-funded project M&E (ECHO, GAC, SIDA, PRM, EHF).
- Fluency in English and local language (mandatory).
Key Skills
- Excellent analytical, writing, and reporting skills.
- Strong leadership, coordination, and data management skills.
- Proficiency in Microsoft Office Suite and statistical software.
- Knowledge of humanitarian principles and accountability systems.
Work Conditions
- Based in Wollega under challenging field conditions.
- Requires regular travel and flexibility to work outside normal hours.

About the Role
The Senior MEAL Officer is responsible for coordinating and implementing MEAL activities at the base. This includes data management, accountability tracking, performance monitoring, and supporting quality improvement across humanitarian and development programs.
Key Responsibilities
- Coordinate MEAL planning, reporting, and performance tracking.
- Ensure DHIS II monthly reports are accurate and timely.
- Lead baseline, endline, and post-distribution monitoring (PDM) surveys.
- Manage community feedback and accountability systems (CFRM).
- Support learning, documentation, and best practice sharing.
- Train and mentor field-level staff on MEAL standards and tools.
Qualifications & Experience
- MA/BA in Epidemiology, Statistics, Economics, or other related fields.
- 5 years (MA) or 7 years (BA) of experience in MEAL or related functions.
- Experience in mobile data collection, DHIS II, GIS (preferred).
- Knowledge of project cycle management and donor M&E requirements.
- Fluency in English and local language (mandatory).
Skills
- Strong analytical and technical writing abilities.
- Advanced Excel and statistical software knowledge (SPSS, STATA, EPI Info).
- Strong coordination, communication, and leadership abilities.
