
Development Expertise Center (DEC) is a National Civil Society Organization established in 2007 and re-registered in May 2019 in accordance with the Authority for CSOs Proclamation of the Ethiopian Government (Registration No. 0009). DEC implements programs in Child Well-being and Education Development, Gender and Life Skill Development, Employable Skills Development, Advocacy, and Humanitarian Emergency Programs across several regions of Ethiopia.

Position: MEAL Officer – Shelter Construction
Duty Station: Addis Ababa
Contract Duration: One (1) year
Number of Positions: One (1)
1. Job Summary
The MEAL Officer is responsible for planning, implementing, and managing Monitoring, Evaluation, Accountability, and Learning (MEAL) activities for shelter construction and related humanitarian interventions. The position ensures quality implementation, accountability to affected populations, donor compliance, and learning for improved program performance.
2. Key Responsibilities
- Establish and manage MEAL systems for shelter construction projects
- Develop and implement MEAL plans aligned with project objectives
- Monitor construction progress against work plans, BOQs, and technical standards
- Conduct regular site visits using shelter quality checklists
- Track contractor performance and construction milestones
- Conduct or support baseline, midline, and end-line assessments
- Measure outcomes related to shelter adequacy, safety, durability, and occupancy
- Establish and manage Complaints and Feedback Mechanisms (CFM) at shelter sites
- Promote accountability to affected populations and ensure communities are informed about entitlements, targeting criteria, and PSEA reporting channels
- Track, analyze, and ensure timely resolution of complaints
- Analyze MEAL data and prepare weekly, monthly, and donor reports
- Document best practices, lessons learned, success stories, and challenges
- Integrate protection mainstreaming and survivor-centered PSEA principles
- Ensure confidentiality, data protection, and do-no-harm principles in all MEAL activities
3. Required Qualifications
- Bachelor’s Degree in Civil Engineering, Architectural Engineering, or a related field
4. Required Experience
- Minimum of three (3) years of relevant MEAL experience
- Prior experience in shelter, construction, infrastructure, or emergency response projects is strongly preferred
- Experience working with refugees or internally displaced persons (IDPs) is an added advantage
5. Required Skills & Competencies
- Strong knowledge of Sphere Shelter Standards and humanitarian accountability
- Experience with data collection tools such as Kobo, ODK, and Excel
- Strong analytical, reporting, and presentation skills
- Ability to conduct fieldwork in remote and challenging environments
- Excellent communication and coordination skills
- High level of integrity, neutrality, and attention to detail
6. Language Requirements
- Fluency in English (written and spoken) is required
- Knowledge of Amharic and local languages (e.g., Nuer, Anywa/Aynuwak) is an advantage
