Position 1: HR and Admin Officer

Job Summary

Under the direct supervision of the HR, Learning & Organizational Development (HRLOD) Manager, the HR and Admin Officer supports HR administration functions to ensure the attraction, development, and retention of talent in line with HFHE’s mission. The role ensures safer recruitment, accurate personnel records, compliance with labor laws, and effective administrative support while upholding HFHE safeguarding policies.


Key Responsibilities

Human Resources

  • Support safer recruitment processes across HFHE programs
  • Develop job descriptions, prepare vacancy announcements, shortlist candidates
  • Maintain accurate staff records (contracts, promotions, salary adjustments, probation evaluations)
  • Track contract expiry and renewal processes in compliance with labor law
  • Manage onboarding and orientation within 15 days of hiring
  • Facilitate mandatory HR training via the My Habitat platform
  • Ensure staff enrollment in pension/provident fund and group insurance schemes
  • Liaise with insurance providers and government pension offices

Administration

  • Manage staff ID issuance and employee identification records
  • Track and manage annual leave balances
  • Handle incoming calls, visitors, and correspondence
  • Support office logistics, calendar management, and payment follow-ups (internet & mobile services)
  • Facilitate visa processing for guests in coordination with immigration offices

Safeguarding

  • Support implementation of HFHE Global Safeguarding Policy
  • Promote safeguarding awareness and respond to safeguarding risks

Minimum Requirements

Education:

  • Bachelor’s Degree in Human Resource Management, Management, or Business Management

Experience:

  • Minimum 3 years of relevant HR experience

Position 2: Program Support Officer

Job Summary

The Program Support Officer provides high-level administrative, coordination, and operational support to the National Director. The role supports internal coordination, external stakeholder engagement, executive communication, and liaison with government institutions, donors, and HFHI regional and global offices.


Key Responsibilities

Executive & Office Support

  • Manage daily workflow, scheduling, and planning for the National Director
  • Coordinate leadership meetings, retreats, and internal engagements
  • Maintain organized filing systems and strategic documentation

External Liaison & Stakeholder Coordination

  • Act as focal point for engagement with African Union, government bodies, and partners
  • Support high-level meetings, events, and briefings
  • Draft meeting minutes, action trackers, and follow-up reports

Communication & Documentation

  • Prepare official correspondence, concept notes, reports, briefs, and presentations
  • Support internal information flow and alignment across departments
  • Assist with speeches, newsletters, and partner communications

Governance, Reporting & Logistics

  • Consolidate program updates and performance reports
  • Coordinate travel, events, workshops, and field visits

Safeguarding

  • Integrate safeguarding considerations into all activities
  • Proactively mitigate safeguarding risks

Minimum Requirements

Education:

  • Bachelor’s Degree in Public Administration, Communications, Political Science, Business Administration, International Relations, Development Studies, or related fields

Experience:

  • Minimum 3 years of relevant experience in administration, program support, stakeholder coordination, or communications (preferably in NGOs or international organizations)
