The National Election Board of Ethiopia (NEBE), re-established by Proclamation No. 1133/2011, is the constitutionally mandated institution responsible for conducting elections, organizing referendums, and regulating political parties in Ethiopia.
To strengthen its institutional capacity, NEBE invites qualified and competent applicants for the following positions.


1. Human Resources Development Expert

Job Summary

The Human Resources Development Expert plans, organizes, and coordinates staff training and development programs based on organizational needs. The role involves training needs assessment, policy development, program evaluation, and coordination of capacity-building initiatives to enhance institutional performance.

Duties & Responsibilities

  • Plan, organize, and coordinate staff training and development activities
  • Conduct training needs assessments through organizational, operational, and job analysis
  • Identify short- and medium-term training priorities and prepare integrated training programs
  • Prepare training objectives aligned with institutional goals
  • Coordinate training venues, facilitators, and training logistics
  • Evaluate effectiveness and impact of training programs and recommend improvements
  • Maintain training records, trainee files, and cost documentation
  • Coordinate induction and orientation programs for new employees
  • Develop HRD programs such as workshops, seminars, and conferences
  • Prepare periodic activity reports and perform other related duties as required

Qualification Requirements

Education

  • BA or MA Degree in:
    • Human Resource Management
    • Management
    • Business Administration / Business Management
    • Public Administration
    • Development Management

Experience

  • MA Degree: Minimum 5 years relevant experience
  • BA Degree: Minimum 7 years relevant experience
  • Experience must be in HR administration or human resource development-related roles

Knowledge & Skills

  • Knowledge of change management methodologies
  • Strong understanding of HR concepts, Ethiopian Labour Law, HR policies, and modern HR practices
  • Knowledge of HR metrics
  • Strategic thinking and data analysis skills
  • Time management, communication, persuasion, and relationship-building skills

2. Financial and Operational Data Analyst

Job Summary

The Financial and Operational Data Analyst is responsible for designing, managing, and optimizing end-to-end data pipelines related to election personnel operations. The role ensures payroll accuracy, data integrity, and provides analytical insights to support NEBE leadership decision-making.

Duties & Responsibilities

  • Design and optimize data collection, analysis, and storage systems
  • Oversee payroll data verification and compliance
  • Develop complex payroll models and payment structures using Excel
  • Design and maintain secure centralized databases
  • Create dashboards and reports using Power BI or similar tools
  • Provide executive-level data analysis and visualization
  • Mentor junior analysts and implement quality assurance protocols
  • Coordinate with Finance, Operations, and Regional teams
  • Perform other duties assigned by the supervisor

Qualification Requirements

Education

  • BA or MA Degree in:
    • Finance
    • Computer Science
    • Data Science
    • Economics
    • Or related quantitative fields

Experience

  • MA Degree: Minimum 5 years relevant experience
  • BA Degree: Minimum 7 years relevant experience
  • Experience in data analysis, finance, or operations management (high-volume data environments preferred)

Technical Skills

  • Expert proficiency in Microsoft Excel (advanced formulas, Pivot Tables, financial modeling)
  • Strong experience with Power BI or similar data visualization tools
  • Experience managing relational databases (SQL, PostgreSQL, etc.)
  • Highly Desirable: Python for data cleaning and automation
