1οΈβ£ Position: Rescue Officer (Day Time & Night Time)
πΉ Project Overview
The project aims to strengthen prosecution of offenders, protect and rehabilitate victims, and operate free legal aid and hotline services for children (with and without disabilities) exposed to forced begging.

β Day-Time Rescue Officer
- Basic Salary: 30,000 Birr

π― Key Responsibilities
- Track and locate children exposed to forced begging via ELDA hotline
- Assess risks and identify immediate threats
- Coordinate with police and relevant authorities for rescue operations
- Ensure communication between hotline team, legal experts, and Project Coordinator
- Remain on standby during assigned shifts
- Conduct field monitoring and follow-up on rescued cases
- Maintain proper documentation and prepare reports
- Apply child safeguarding and disability-inclusive approaches
π Qualifications
πΉ Night-Time Rescue Officer
- Diploma or above in Policing, Public Prosecution, Security Studies, Criminology, or related fields
- Minimum 2 years relevant experience in law enforcement, security, or child protection
πΉ Day-Time Rescue Officer
- Diploma or above in Special Needs Education, Psychology, Social Work, Sociology, Community Development, or related social sciences
- Minimum 2 years relevant experience in child protection or social services
β Required for Both Positions
- Proven experience working with persons with disabilities and disability inclusion programs
- Strong communication and coordination skills
- Ability to respond to emergencies and work under pressure
- Knowledge of child protection and human rights principles
- Willingness to work flexible hours (including nights & weekends)
- Fluency in Amharic (English is an asset)
- NGO / legal aid / justice sector experience is advantageous
- Preference given to qualified women candidates
2οΈβ£ Position: National Hotline Operations Supervisor
π Location: Addis Ababa (with national oversight)
β³ Duration: 6-month renewable contract

π― Overall Purpose
Lead and manage the national hotline service ensuring ethical, timely, and high-quality documentation, referral, and handling of cases related to forced begging and child protection concerns.
πΉ Key Responsibilities
1. Hotline Operations Management
- Oversee daily hotline operations
- Develop and update SOPs
- Ensure adherence to referral protocols
- Supervise staff scheduling
2. Supervision & Capacity Building
- Mentor and supervise hotline operators
- Conduct trainings on child protection, disability inclusion & ethics
- Identify capacity gaps
3. Ethical Standards & Safeguarding
- Ensure confidentiality, informed consent & data protection
- Address ethical breaches
- Promote survivor-centered and disability-inclusive approach
4. Case Referral & Coordination
- Ensure accurate documentation and classification of cases
- Coordinate referrals to:
- Police
- Public Prosecutor
- Child Protection Services
- Other authorized partners
- Follow up on referred cases
5. Data Management & Quality Control
- Oversee data systems
- Conduct quality checks
- Ensure secure data storage
- Produce reports and case summaries
6. Reporting & Representation
- Prepare weekly, monthly & quarterly reports
- Contribute to donor reporting
- Represent ELDA in coordination meetings
π Qualifications
- Bachelorβs Degree in Social Work, Psychology, Law, Sociology, Public Health, or related fields (Masterβs is an asset)
- 5β7 years relevant experience, including 3 years in supervisory/coordination role
- Experience in hotline management, child protection, GBV, or case management
- Strong understanding of child protection laws and referral systems
- Experience working with justice/law enforcement institutions is desirable
- Excellent communication and report writing skills
- Proficiency in Amharic & English (additional local languages are an asset)
- Strong leadership and organizational skills
- Preference given to qualified women candidates
