External Vacancy Announcement: National Election Board of Ethiopia (NEBE)

The National Election Board of Ethiopia (NEBE) is a constitutionally mandated body responsible for conducting elections, organizing referendums, and regulating political parties. NEBE is currently seeking a highly qualified professional for the following regional position to enhance its institutional capacity.


Position: Political Party Affairs and Election Operation Expert

Reports to: Head of Regional Office

Duty Station: Oromia Regional Office

Duration: Four-Month Contract (with possibility of extension)

Required Number: One (1)

Job Summary

The Expert provides guidance and capacity-building support to political parties to foster effective democratic participation. Key responsibilities include executing regional election plans, coordinating logistics, managing security measures, and ensuring efficient resource utilization through collaboration with Head Office (HQ) and regional departments.


Key Duties & Responsibilities

  • Political Party Support: Conduct needs assessments for parties at organizational and grassroots levels; provide mentorship to party leaders; and facilitate policy development discussions.
  • Capacity Building: Develop and deliver training programs for party members and election officials on campaign management, leadership, and voter registration.
  • Election Strategy & Execution: Provide strategic guidance on voter outreach and messaging; design campaign materials; and manage the establishment of polling stations and constituencies.
  • Logistics & Operations: Coordinate resources, personnel, and budgets for election execution; support vote counting, result tabulation, and transparent declaration processes.
  • Conflict Resolution: Mediate internal party disputes and follow up on member complaints regarding detention, denial of public halls, or intimidation.
  • Community Engagement: Organize town halls and public forums to foster dialogue between party representatives and constituents.
  • Security & Ethics: Collaborate with security agencies to protect the integrity of the electoral process while upholding principles of impartiality and neutrality.

Candidate Profile

Education & Experience

  • Degree: Master’s or BA degree in Political Science, Law, Human Rights, Development Studies, Management, Public Administration, Economics, or related fields.
  • Experience: * 5 years of relevant experience for Master’s degree holders.
    • 7 years of relevant experience for BA degree holders.
  • Political Neutrality: Applicants must not be a member of any political party.

Technical & Behavioural Skills

  • In-depth knowledge of electoral processes, regulations, and political dynamics.
  • Proficiency in Federal and local languages (preferable).
  • Strong analytical, communication, and stress management skills.
  • Ability to work under pressure and resolve conflicts effectively.
  • Commitment to democratic values, transparency, and impartiality.
