Child Safeguarding Threshold: Level 2 (Requires strict background vetting and police checks due to structural access to sensitive data and protected communities).
Consortium Governance & Leadership: Direct the central Consortium Management Unit (CMU). Convene and facilitate high-level steering committees, Partner Implementation Units, and technical working groups across all partner NGOs to maintain absolute operational alignment.
Strategic Portfolio Harmonization: Drive cost-efficiencies and standardize cash delivery packages. Harmonize targeting criteria, Post-Distribution Monitoring (PDM) frameworks, standard operating procedures (SOPs), and Financial Service Provider (FSP) networks across diverse project territories to prevent beneficiary overlap.
High-Level Representation: Serve as the primary institutional face and technical voice of the ECC before the European Civil Protection and Humanitarian Aid Operations (ECHO) Technical Assistants, the Ethiopia Cash Working Group (ECWG), the Inter-Cluster Coordination Group (ICCG), and federal regulatory ministries.
Financial Oversight & Risk Mitigation: Manage multi-million-dollar funding pipelines in collaboration with the CMU Finance Manager. Monitor burn rates, track spending forecasts, ensure adherence to global anti-fraud, bribery, and corruption policies, and clear compliance hurdles.
Operational Synergy: Forge direct links between multi-purpose cash assistance and wider humanitarian mechanics, including Area-Based Approaches (ABA), referral systems, anticipatory action triggers, and multi-sector crisis responses.
Master’s Degree in Development Studies, Project Management, Economics, Social Sciences, or a related international humanitarian track.
Minimum of 12 years of relevant progressive experience within international development or emergency response frameworks.
Minimum of 5 years spent serving explicitly in senior managerial positions directing multi-layered operational footprints.
Strong field execution history handling emergency response deployments or working inside fragile state environments.
Cash & Markets Expertise: Proven history executing high-volume Cash and Voucher Assistance (CVA), macro-level market analyses, and economic recovery architectures.
Consortium Management: Direct experience managing highly technical teams across multi-agency NGO coalitions or acting as a dedicated Consortium Manager is highly preferred.
Systems Accountability: Deep commitment to running structured community-participation models and establishing responsive Core Humanitarian Standard (CHS) feedback channels.
Language Proficiency: Complete verbal and written fluency in English and Amharic. The ability to utilize additional local Ethiopian languages is a distinct operational asset.
