1️⃣ Human Resources and Administrative Officer

📝 Job Summary

The HR & Administrative Officer will manage project-level HR functions and support daily administrative operations. The role ensures compliance with RTI policies, Ethiopian labor laws, and donor regulations.

🎓 Qualification

  • Master’s Degree + 1 year experience
    OR
  • Bachelor’s Degree + 3 years experience
  • HR certifications are an added advantage
  • Experience in US Government-funded projects is a plus

🛠 Key Responsibilities

Human Resources:

  • Ensure compliance with HR policies and local labor laws
  • Manage recruitment processes (job descriptions, advertising, interviews, onboarding)
  • Handle compensation, benefits, performance management & personnel records
  • Maintain leave tracking & pension coordination
  • Support staff development and onboarding

Administration:

  • Maintain filing and inventory systems
  • Manage fleet operations and vehicle documentation
  • Organize meetings, workshops, and travel logistics
  • Maintain petty cash and financial documentation

🧠 Required Skills

  • Strong knowledge of HR policies and donor regulations
  • Excellent communication in English & Amharic
  • Strong organizational and confidentiality skills
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint)

2️⃣ Procurement and Grants Manager

📝 Job Summary

The Procurement & Grants Manager will oversee all local grants and procurement activities, ensuring compliance with RTI policies and USG regulations while supporting project implementation.

🎓 Qualification

  • Bachelor’s Degree + 8 years experience
    OR
  • Master’s Degree + 6 years experience
  • Professional certification in grants/procurement preferred
  • Experience in USG-funded projects required

🛠 Key Responsibilities

Grants:

  • Develop and manage Technology Adoption Fund
  • Lead RFA, EOI, APS processes
  • Conduct pre-award assessments & due diligence
  • Monitor grant implementation & compliance
  • Maintain Grants Management System (GMS) records

Procurement:

  • Develop procurement plans
  • Lead RFQ processes and vendor selection
  • Manage purchase orders & contractor agreements
  • Monitor supplier performance & mitigate procurement risks
  • Ensure compliance with US & Ethiopian regulations

🧠 Required Skills

  • Strong grants & procurement management experience
  • Ability to train staff on procurement policies
  • Strong organizational & analytical skills
  • Fluency in English
  • Willingness to travel across Ethiopia

3️⃣ Accountant

📝 Job Summary

The Accountant will ensure proper financial management systems are in place including payroll, cash management, vendor payments, budgeting, and donor reporting.

🎓 Qualification

  • Bachelor’s Degree + 5 years experience
    OR
  • Master’s Degree + 3 years experience
  • Chartered Accountant / CPA certification required
  • Experience in USG-funded projects preferred

🛠 Key Responsibilities

  • Manage payroll and vendor payments
  • Maintain bank reconciliations and petty cash
  • Enter transactions in QuickBooks
  • Prepare monthly financial reports
  • Ensure tax compliance and VAT reconciliation
  • Maintain organized accounting documentation
  • Support audits and financial risk mitigation

  • QuickBooks proficiency
