We are currently seeking a highly organized and multi-talented professional to fill the role of LAF (Logistics, Admin/HR, and Finance) Officer. This position is critical for ensuring smooth operational support at the program level.
Position: LAF Officer
Role Summary: The LAF Officer is responsible for the integrated management of logistics, finance, and human resources within a specific program area. You will ensure that all activities comply with GOAL’s manuals and donor requirements (such as USAID, ECHO, and Irish Aid) while providing essential support to field teams.
- Employment Type: Full-time.
- Location: Field-based (with frequent travel to remote/rural locations).
Key Areas of Accountability
1. Logistics Management
- Conduct local procurement following GOAL policies.
- Manage warehouse stocks, assets, and vehicle fleets.
- Oversee compound security and manage support staff (guards/cleaners).
- Coordinate transport and prepositioning of supplies for health/nutrition (CMAM) teams.
2. Financial Management
- Maintain cashbooks, record accounts, and ensure correct budget coding.
- Prepare monthly fund requests and expenditure reports.
- Handle monthly utility payments and VAT expenditure tracking.
- Ensure full documentation for donor compliance and audits.
3. Admin & Human Resource Management
- Recruitment: Manage hiring for junior roles (Grade 4 and below) and support senior recruitments.
- Payroll & Benefits: Facilitate monthly payroll data and manage pension profile submissions.
- Leave Admin: Track annual, sick, and maternity leaves in compliance with Labor Law.
- Performance: Remind managers of appraisal deadlines and track probation periods.
- Employee Relations: Handle disciplinary issues and promote staff awareness of Safeguarding and Anti-Harassment policies.
About You
Required Qualifications & Experience
- Education: BA or Diploma in Accounting or a related field.
- Experience: * 2 years of experience for BA holders or 4 years for Diploma holders.
- Previous experience in an NGO environment covering Logistics, Finance, and HR is highly preferred.
- Technical Skills: * High proficiency in MS Excel and Office.
- Fluency in English and Amharic (written and verbal).
- Attributes: High accuracy, ability to meet tight deadlines, and readiness to live in basic conditions in rural field sites.
Desirable Qualities
- Experience with accounting software like SAGE, Peachtree, or SUN.
- Strong interpretation of Ethiopian Labor Law.
- Knowledge of local languages of the program area.
