
The Norwegian Refugee Council (NRC) is an independent, international, humanitarian, non-profit, non-governmental organization dedicated to providing assistance, protection, and durable solutions to refugees and internally displaced persons (IDPs) worldwide. Established in June 2011, the NRC Ethiopia program operates across various regions, delivering critical interventions in areas such as Shelter, Education, and Information, Counseling and Legal Assistance (ICLA).
NRC is currently seeking a qualified national professional to fill the following project-based position.
Position Overview
- Job Title: ICLA Social Support
- Duty Station: Afitit and Gendaweha, Ethiopia
- Department: Information, Counseling and Legal Assistance (ICLA)
- Employment Type: Full-Time
Primary Purpose
The purpose of the ICLA Social Support position is to assist with the day-to-day implementation of the ICLA Programme within the designated duty stations. The role focuses on community outreach, basic information sharing, and supporting case management efforts.
Key Responsibilities
A. Community Mobilization & Awareness Campaigns
- Act as a vital liaison between target community members and core ICLA technical staff.
- Collaborate with ICLA Officers to facilitate mobile group information sessions designed to raise public awareness regarding access to civil documentation, legal identity documents, and related protection themes.
- Coordinate and execute tailored community outreach and education strategies alongside local partners and relevant stakeholders.
B. Case Management & Communication
- Serve as an accessible focal point to respond directly to routine queries from community members regarding civil documentation.
- Identify and refer individuals who require complex or detailed legal aid to senior ICLA Officers.
- Manage, track, and maintain consistent, professional communication channels with program beneficiaries.
- Provide administrative, logistical, and document-review support for ongoing case structures and protection campaigns.
C. Operational Compliance & Coordination
- Ensure strict adherence to NRC organizational policies, donor requirements, work plans, budgets, and standard procurement routines.
- Cooperate closely with local administrative authorities, community partners, and humanitarian stakeholders to highlight structural issues affecting vulnerable populations.
About You (Qualifications & Competencies)
Educational & Experience Requirements
- Education: A University Degree in Law, Political Science, Sociology, or a closely related academic field.
- Experience: A minimum of one (1) year of professional work experience in a similar field of activity.
- Sector Background: Proven experience dealing with community mobilization activities within a humanitarian or recovery context is required.
- Stakeholder Exposure: Prior experience interacting directly with government line departments and vulnerable beneficiary groups is highly valued.
Technical & Language Skills
- Demonstrated skills in basic case management, active listening, and conflict resolution.
- Strong communication, interpersonal, analytical, and negotiation skills.
- Language Proficiency: Complete fluency in Amharic and Tigrigna is mandatory; working knowledge of the English language is an asset.
- Basic knowledge of user interface communication protocols.
