The National Election Board of Ethiopia (NEBE), re-established by Proclamation No. 1133/2011, is the constitutionally mandated institution responsible for conducting elections, organizing referendums, and regulating political parties in Ethiopia. As part of strengthening its institutional capacity, NEBE is seeking qualified and motivated candidates for the following positions:


1๏ธโƒฃ Job Position: Legal Intern

๐Ÿ“ Duty Station: NEBE Head Office, Addis Ababa

๐Ÿ“„ Contract Duration: 6 Months

๐Ÿ” Job Summary

The Legal Intern assists NEBE in receiving, managing, and processing electoral complaints. The role requires strong legal knowledge, analytical ability, and conflict-resolution skills to ensure the integrity and fairness of the electoral process.


๐Ÿ“ Duties & Responsibilities

  • Receive complaints and manage electoral cases, including evidence collection, notifications, issue analysis, and hearing preparations.
  • Coordinate with complainants, witnesses, and handle hearing processes.
  • Conduct legal research and recommend improvements to electoral dispute resolution mechanisms.
  • Develop analytical reports on electoral cases and issued decisions.
  • Support the development and operation of an effective complaint-handling system.
  • Document lessons learned and propose best practices for electoral complaint resolution.
  • Assist in establishing grievance hearing committees at various election administration levels.
  • Support electoral trainings at NEBE HQ, regional, and field offices.
  • Provide technical support to grievance hearing committees.
  • Evaluate effectiveness of the EDR process and suggest improvements.
  • Stay updated on dispute-resolution trends and integrate relevant best practices.
  • Perform additional duties assigned by the line manager.

Education & Experience:

  • Bachelor of Laws (LLB)
  • 0โ€“1 year of experience

Technical Competencies:

  • Strong grasp of legal principles and conflict-resolution frameworks
  • Excellent communication, negotiation, and interpersonal skills
  • Ability to stay calm, neutral, and impartial under pressure
  • High ethical standards, confidentiality, and fairness

The Senior HRM Expert provides advanced HR expertise across strategic, operational, and advisory functions. The role supports the design, implementation, and management of HR policies, systems, and initiatives, while also leading complex employee relations and organizational development activities.


๐Ÿ“ Duties & Responsibilities

Strategic HR Consulting

  • Offer strategic HR guidance to senior management
  • Support development and execution of HR strategies aligned with organizational priorities

Employee Relations & Conflict Resolution

  • Handle complex cases, investigations, conflict-resolution processes
  • Advise on disciplinary actions, terminations, and legal compliance

Talent Management & Development

  • Lead succession planning, career development, and capability-building programs
  • Mentor and guide junior HR staff

Compensation & Benefits

  • Advise on competitive compensation structures and benefits schemes
  • Analyze market trends to maintain competitiveness

Performance Management

  • Oversee performance evaluation processes
  • Train managers on effective feedback, coaching, and evaluation

Policy Development & Compliance

  • Develop and update HR policies and procedures
  • Ensure compliance with Ethiopian labor laws and relevant regulations

Change Management & Organizational Development

  • Lead change initiatives and culture-enhancement programs
  • Support organizational development interventions

HR Data Analysis & Reporting

  • Analyze HR metrics to identify trends
  • Prepare and present HR reports to management

Other Duties

  • Perform additional tasks as assigned by the line manager

๐ŸŽฏ About You โ€” Qualifications

Education & Experience:

  • Masterโ€™s or Bachelorโ€™s Degree in HRM, Management, Business Administration, Public Administration, or a related field
  • 7 years (Masterโ€™s) or 8 years (Bachelorโ€™s) experience, including 4 years in a leadership role in HR or development-related areas

Technical Competencies:

  • Strong knowledge of HR concepts, Ethiopian labor law, HR policies and systems
  • Skilled in HR metrics, data analysis, and strategic thinking
  • Understanding of change management models and methodologies
  • Resource allocation and time-management skills
  • Excellent communication, persuasion, and relationship-building abilities
  • Customer orientation, adaptability, and persistence
