The National Election Board of Ethiopia (NEBE), re-established by Proclamation No. 1133/2011, is the constitutionally mandated institution responsible for conducting elections, organizing referendums, and regulating political parties in Ethiopia. ๐ Job Summary
The Legal Intern assists NEBE in receiving, managing, and processing electoral complaints. The role requires strong legal knowledge, analytical ability, and conflict-resolution skills to ensure the integrity and fairness of the electoral process.
๐ Duties & Responsibilities
- Receive complaints and manage electoral cases, including evidence collection, notifications, issue analysis, and hearing preparations.
- Coordinate with complainants, witnesses, and handle hearing processes.
- Conduct legal research and recommend improvements to electoral dispute resolution mechanisms.
- Develop analytical reports on electoral cases and issued decisions.
- Support the development and operation of an effective complaint-handling system.
- Document lessons learned and propose best practices for electoral complaint resolution.
- Assist in establishing grievance hearing committees at various election administration levels.
- Support electoral trainings at NEBE HQ, regional, and field offices.
- Provide technical support to grievance hearing committees.
- Evaluate effectiveness of the EDR process and suggest improvements.
- Stay updated on dispute-resolution trends and integrate relevant best practices.
- Perform additional duties assigned by the line manager.

Education & Experience:
- Masterโs or Bachelorโs Degree in HRM, Management, Business Administration, Public Administration, or a related field
- 7 years (Masterโs) or 8 years (Bachelorโs) experience, including 4 years in a leadership role in HR or development-related areas
Technical Competencies:
- Strong knowledge of HR concepts, Ethiopian labor law, HR policies and systems
- Skilled in HR metrics, data analysis, and strategic thinking
- Understanding of change management models and methodologies
