External Vacancy Announcement: National Election Board of Ethiopia (NEBE)

The National Election Board of Ethiopia (NEBE), re-established by Proclamation No. 1133/2011, is the constitutionally mandated body responsible for conducting elections, organizing referendums, and regulating political parties. NEBE is currently seeking highly qualified professionals to strengthen its institutional capacity.


Open Positions

1. Head of Human Resources Management (HRM) Department

  • Role Summary: A leadership position reporting to the CEO. Responsible for overseeing the entire HR department, including recruitment, performance management, institutional reforms, and advising senior leadership.
  • Education: PhD, MA, or MBA in HR & Organizational Development, Business Management, Public Administration, or related fields.
  • Experience: * PhD: 8+ years of experience (4 years in leadership).
    • MA/MBA: 10+ years of experience (4 years in leadership).
  • Specific Requirement: Must not be a member of any political party.
  • Location: NEBE Headquarters, Addis Ababa.

2. Monitoring and Evaluation (M&E) Expert

  • Role Summary: Provide technical expertise in planning, programming, and evaluation. Develop M&E plans, establish indicators, and ensure evidence-based reporting to stakeholders and parliament.
  • Education: BA/BSc or MA/MSc in Project Planning and Management, Economics, Statistics, or related fields.
  • Experience: 7 years for BA/BSc or 5 years for MA/MSc holders.
  • Location: NEBE Headquarters (Permanent position).

3. Media Monitoring Expert

  • Role Summary: Track public sentiment and media presence across news outlets and social media. Deliver actionable insights to align with NEBE’s communication strategy.
  • Education: Master’s or BA degree in Journalism, Communication, Statistics, or related fields.
  • Experience: 7 years for BA or 5 years for Master’s holders.
  • Competencies: Strong analytical skills, impartiality, and knowledge of media monitoring tools.
  • Location: Addis Ababa.
