1. Monitoring, Evaluation, and Learning (MEL) Advisor
- Location: Addis Ababa, Ethiopia (with 40% to 60% travel to country program sites)
- Position Status: Full-time, Regular
- Risk Profile: Level 3 (Frequent contact with participants, direct contact with children, access to sensitive data, and/or high accountability)
- Program Overview: Supports a three-year program focused on catalyzing transformation in Sharia-compliant (Islamic) and digital financial services (DFS) across the lowlands and highlands of Ethiopia (Tigray, Afar, Amhara, Somali, and Oromia regions).
- Education Requirements: BA or Master’s degree in Statistics, Economics, Development Studies, Monitoring & Evaluation (M&E), or a closely related field.
- Experience Required:
- 5 to 7+ years of direct MEL experience within development programs.
- Robust practical experience in result chain and Theory of Change (ToC) design.
- Clear background in Market Systems Development (MSD) or financial inclusion programs.
- Experience working in fragile or multi-regional environments.
- Technical Skills Preferred: Proficiency with digital data platforms (e.g., CommCare, Kobo, MS Azure, TOLA, Power BI) and data analysis tools (such as SPSS, STATA, R, or Python).
- Supervisory Responsibility: None.
- Direct Reporting Line: Reports directly to the Project Manager, with a dotted relationship to the Country MEL Manager.

2. Market System Development (MSD) Team Lead
- Location: Addis Ababa, Ethiopia (requires close physical collaboration at the SNV office as needed, with frequent travel to project sites).
- Position Status: Full-time or Part-time, Regular or Temporary (Exempt or Non-exempt).
- Program Overview: Supports Phase II of the Livelihoods Improvement for Women and Youth (LIWAY) programme—an extension phase running from March 2025 to December 2028 funded by Sweden and the Netherlands. The initiative applies a climate-smart, conflict-sensitive MSD approach to increase incomes and self-employment opportunities for poor women and youth in Addis Ababa and expanding secondary cities.
- Education Requirements: MSc, MBA, or BA degree in Business, Business Administration, Economics, Finance and Development, Agricultural Economics, Business Management, or related social science fields.
- Experience Required:
- At least 5 years of work experience, preferably in MSD programs (covering enterprise development, skills markets, urban/rural labor markets, business development services, or inclusive financial systems).
- Demonstrated managerial, supervisory, and multi-stakeholder partnership management experience.
- Strong foundational understanding of the Market Systems Development (MSD) approach.
- Advantage: Prior career history in the private financial sector or international development organizations.
- Core Duties: Strategic planning and overall management of priority sectors, establishing work plans/budgets, managing partnerships (MOUs and contracts), coaching a multi-cultural team of Intervention Leads, and coordinating across consortium partners (Mercy Corps and SNV).
- Supervisory Responsibility: Manages the LIWAY Intervention Leads.
- Direct Reporting Line: Reports directly to the Deputy Program Manager / Deputy Chief of Party.
