Job Summary
Under the general direction and supervision of the Branch Manager, the Administration and Finance Officer plans, organizes, and coordinates the overall administrative, human resource, and financial functions of the branch office. Key duties include maintaining personnel records, managing monthly payrolls for outsourced staff (e.g., security and cleaning personnel), coordinating logistical requirements, overseeing leave and disciplinary cases, maintaining financial records, and ensuring strict compliance with contractual agreements and company HR policies.
Key Duties & Responsibilities
- Administrative & HR Operations:
- Custody and management of personnel records for branch staff and personnel deployed at client organizations.
- Maintain up-to-date employee profiles (marital status, family updates, promotion, transfers, etc.).
- Process daily and monthly attendance, overtime calculations, and leave administration (scheduling, leave balances, and record keeping).
- Handle employee complaints, query resolutions, and disciplinary measures in accordance with company HR rules and labor regulations.
- Process employee clearances, service certificates, staff IDs, and contract renewals or terminations in a timely manner.
- Draft internal memos, letters, circulars, and official correspondence as directed by the supervisor.
- Payroll & Logistical Management:
- Prepare and compile monthly payroll for security, cleaning, and support personnel engaged in outsourced service contracts.
- Collect, summarize, and report on logistical and material requirements for staff deployed across client sites.
- Monitor supply distribution and consumption, keeping accurate logs and submission reports.
- Financial Management & Reporting:
- Maintain financial records, prepare regular branch financial summaries, and submit statistical reports.
- Monitor contract execution, ensuring service agreements with client organizations are executed seamlessly.
- Accountably manage and safeguard branch property, resources, and allocated budget limits.
- Staff Development & Performance:
- Assist in identifying branch training needs and supporting post-training evaluation programs.
- Collect, register, and maintain performance evaluation records for branch employees.
- Perform other related operational duties assigned by the immediate supervisor.
Educational Qualification & Experience Requirements
- Education: Bachelor’s Degree (B.A.) in Management, Accounting, Economics, or related business fields.
- Work Experience: Minimum of 2 years of progressive, relevant experience in administration, human resource management, or finance functions.
Core Competencies & Key Skills
- Comprehensive knowledge of HR management principles, basic financial management, and labor practices.
- Proficiency in basic computer applications (MS Office — Excel, Word, PowerPoint, Email/Outlook).
- Strong analytical, numerical, and problem-solving skills.
- Excellent interpersonal, verbal, and written communication skills.
- Demonstrated ability to build working relationships, maintain confidentiality, and handle employee queries effectively.
