The IRC Ethiopia country program is seeking a qualified Supply Chain Officer – Procurement to manage end-to-end supply chain, procurement, and fleet operations at the field office level under the direct supervision of the Senior Supply Chain Officer.

Position Overview

  • Directly Reports To: Senior Supply Chain Officer
  • Location: Field Office, Ethiopia

Major Responsibilities

1. Procurement Management

  • Execute all procurement of goods, services, and construction works transparently, ensuring value for money in compliance with IRC SOPs and donor guidelines.
  • Process approved purchase requests through the online procurement software (BVA system).
  • Prepare Requests for Quotations (RFQs), Requests for Proposals (RFPs), and alternative tender solicitation documents.
  • Lead tender meetings, bid openings, vendor due diligence, bid analysis, and final award recommendations.
  • Develop and update price rosters for commonly used program supplies and maximize the use of running framework agreements.

2. Contract & Supplier Management

  • Prepare, execute, and monitor contracts for recommended vendors; handle timely contract renewals and amendments.
  • Maintain comprehensive supplier files, scorecards, and track performance against key indicators.
  • Conduct supplier due diligence, including Anti-Terrorism Compliance (ATC) clearances.

3. Compliance, Ethics, & Reporting

  • Mitigate risk by identifying and reporting procurement red flags.
  • Implement internal and external Audit Corrective Action Plans (CAPs).
  • Prepare monthly commitment lists and maintain the Purchase Request Tracking & Metrics system for the Supply Chain Coordinator.

4. Fleet Management

  • Oversee field office vehicle allocation based on weekly operational plans submitted by program heads.
  • Supervise routine vehicle and motorcycle maintenance, monitor fuel utilization, and keep strict mileage documentation.
  • Conduct monthly vehicle operating cost analyses and ensure drivers are briefed on IRC transport and safety policies.

5. Safeguarding

  • Promote team cohesion, inclusion, and honest dialogue to strengthen safeguarding standards in accordance with the IRC Way (Integrity, Service, and Accountability).

Job Requirements and Qualifications

  • Education: BA/MA Degree in Logistics, Procurement & Supply Chain Management, Accounting, Economics, Business Management, or a related field.
  • Experience Requirements:
    • BA Holders: Minimum of 2 years of direct work experience in supply chain operations (Procurement and Fleet Management).
    • MA Holders: Minimum of 1 year of direct work experience in supply chain operations.
    • Note: Prior experience working within an NGO or humanitarian setting is highly advantageous.

Demonstrated Skills and Competencies:

  • Strong understanding of generic procurement practices, sourcing strategies, and market analysis.
  • Experience utilizing Enterprise Resource Planning (ERP) software (knowledge of the Integra brand is a major plus).
  • Proven negotiation skills and the ability to work under pressure within a matrixed team structure.
  • High proficiency in the Microsoft Office suite (Word, Excel, Outlook).
  • Good mathematical skills and attention to mechanical/logistical detail.

Language Skills:

  • Excellent written and spoken command of English and Amharic is mandatory. Knowledge of other local languages is an asset.
