Operating across 12 Regional Offices, 34 Zonal Branches, and over 130 Woreda Branches, ERCS delivers lifesaving emergency response, disaster risk reduction, ambulance, first aid, water & sanitation, and family reunification services to vulnerable communities.

ERCS is currently implementing a DG ECHO–funded Disaster Preparedness Project aimed at enhancing national and regional coordination on anticipatory action, strengthening local response capacity, and mitigating the impact of disasters in target areas, including the Somali Region.

Job Summary & Supervision Structure

The Finance & Admin Officer will serve as an essential team member within the ERCS Somali Regional Office.The role is responsible for overseeing the effective financial management of the DG ECHO–funded Disaster Preparedness Project while driving smooth, compliant, and timely daily administrative operations.

  • Primary Supervisor: ERCS Somali Region Finance and Admin Head
  • Secondary Supervisor: ERCS Project Officer

Key Performance Areas & Responsibilities

  • Financial Management & Reporting:
    • Support monthly, quarterly, and annual project financial report preparations with strict quality control.
    • Assist in preparing and reviewing project budgets and cash requests.
    • Facilitate expenditure payments, ensuring complete supporting documentation is attached prior to processing.
    • Oversee monthly petty cash, bank transactions, and account reconciliations.
    • Promptly transmit financial documents and expense reports to ERCS Headquarters for system booking.
  • Administration, Logistics & Asset Control:
    • Maintain and establish comprehensive asset management and inventory tracking for the regional branch and project.
    • Process travel and working advances, maintaining rigorous follow-up on settlements.
    • Handle recurring payments for utility bills, vehicle operations, and office supplies.
    • Coordinate travel, accommodation, and hotel bookings for project visitors.
    • Plan and facilitate logistics for project meetings, training sessions, and workshops.
    • Enforce strict compliance with new and existing administrative project systems and policies.

Job Requirements & Qualifications

  • Educational Background: Bachelor’s University Degree in Accounting, Finance, Business Administration, or a closely related field.
  • Work Experience: 3 to 5 years of progressive experience in finance and office administration.
  • Sector Experience: Prior experience managing DG ECHO–funded projects is strongly preferred.

  • Financial & Administrative Management: Strong analytical skills, financial accuracy, and strict attention to detail.
  • Software Proficiency: Advanced skills in Microsoft Office Pack (Word, Excel, Outlook, PowerPoint, Access).
  • Operational Skills: Excellent time management, task prioritization, and ability to deliver under tight deadlines.
  • Personal Attributes: High level of integrity, proactive mindset, discretion, strong leadership, and intercultural team adaptability.
