1. Senior Procurement Officer

Education & Experience Matrix:

Bachelor’s Degree in Management, Logistics, Procurement, Purchasing, or Supply Chain Management paired with a minimum of 6 years of related experience; OR

Master’s Degree (MA/MSc) in the same fields paired with a minimum of 4 years of related experience.

Preference: Recent experience operating explicitly as a Senior Procurement Officer within international NGOs or public development sectors is highly desired.

Core Outcomes & Technical Focus:
-
End-to-End Sourcing (30%): Lead the formulation of complex multi-stakeholder procurement plans; verify scopes of work, Technical Specifications, and Terms of Reference (TOR); guide evaluation committees; and enforce transparency protocols across all active Purchase Orders (PO).

International Banking & Letter of Credit Operations (15%): Directly manage Letters of Credit (LC) and Cash Against Documents (CAD) frameworks; secure foreign currency approvals from the National Bank of Ethiopia (NBE); and process applications through the Electronic Single Window (ESW) system.

Customs Clearance & Logistics (15%): Coordinate with the Customs Commission and regulatory bodies (ECA, EFDA, INSA) to clear incoming consignments; engage clearing agents; and manage warehouse handovers and advance settlements within ERP timelines to prevent NBE delinquency.

Archiving & Reporting (20%): Maintain rigorous database records, construct weekly Procurement Follow-Ups (PFU) via Excel and Power BI spreadsheets, and enforce digital document control tracking to protect the Institute against audit findings or legal disputes.
2. Senior Technical Expert I: Mobile Application Developer (Re-Advertised)

Bachelor’s Degree in Computer Science, Software Engineering, Information Technology, or a related field paired with a minimum of 8 years of professional experience; OR

Master’s Degree (MSc) in the same engineering fields paired with a minimum of 6 years of professional experience centered entirely on mobile development.

Technical Stack & Scope of Work:

Mobile Architectures: Design, optimize, and maintain scalable native and cross-platform applications utilizing React Native, Flutter, Native Android (Java/Kotlin), or Native iOS (Swift) frameworks.

Data Handling & API Integration: Integrate frontend application modules with backend enterprise microservices via RESTful endpoints, managing local storage mechanics (SQLite, AsyncStorage, Secure local storage) and real-time features (Firebase Cloud Messaging / FCM).

Security & Optimization: Implement high-grade client-side encryption protocols, secure user authentication routines, and offline synchronization mechanisms while tuning application startup speed and memory allocation.

DevOps Pipelines: Push production-ready builds to global app stores, maintain codebase repositories using Git, and enforce containerized deployment setups via Docker.
3. Finance Officer (Maternity Cover)

Core Accountabilities:

Disbursement Control: Process transactional disbursements, prepare payment vouchers across Enterprise Resource Planning (ERP) or IFMIS architectures, and generate official withholding tax receipts (VAT & WHT) for vendors.

Payroll Processing: Interface with human resources data modules to run monthly employee payroll distributions, reconcile timesheets, clear discrepancies, and settle tax obligations to government organs before prescribed cut-off dates.

Treasury & Forex Reconciliation: Manage capital transfers from the Head Office pool to Regional Offices; execute monthly foreign currency bank account tracking; and recognize foreign exchange rate gains/losses using ledger Journal Vouchers.

Data Integration: Oversee junior finance officers to ensure that all financial closing files, cash forecast models, and donor fund analyses across HO and all 4 Regional Branch offices are updated and posted within 7 days following the end of the month.
