The Civil Society Resource Center (CSRC) is a dynamic hub supporting the capacity, networking, and institutional effectiveness of Ethiopian civil society organizations (CSOs). The Center provides dedicated training, advisory, and information services to strengthen the internal governance, public accountability, and long-term sustainability of local and grassroots CSOs across the nation.

Position Summary & Scope of Work

The Program Coordinator will be responsible for managing CSRC’s overall program implementation and subgrantee portfolio. This includes subgrant design and oversight, program planning and monitoring, and comprehensive donor compliance. The role ensures high-quality delivery of program activities, sound management of subgrantee relationships, and timely, well-documented reporting to donors and management.

Key responsibilities are divided into the following operational pillars:

1. Program Management

  • Plan, coordinate, and monitor the execution of CSRC programs and projects in strict line with approved work plans and budgets.
  • Track activities, milestones, and deliverables, while flagging implementation gaps or operational risks in a timely manner.
  • Draft and review comprehensive program reports, including qualitative narrative and results reports for donors and executive management.
  • Support program design, proposal development, and budgeting for new strategic initiatives and incoming donor opportunities.
  • Contribute to monitoring, evaluation, and learning (MEL) processes, including data collection, analysis, and documentation of field results.
  • Coordinate logistics and content creation for workshops, trainings, and program-related events.

2. Subgrantee Portfolio Management

  • Manage the full subgrant cycle, including calls for proposals, appraisals, due diligence checks, and the formal award of subgrants to partner CSOs.
  • Draft and negotiate subgrant agreements and amendments, ensuring complete alignment with donor rules and CSRC internal policies.
  • Conduct regular monitoring field visits and provide target-driven technical support to subgrantees on program execution and compliance matters.
  • Review subgrantee narrative and financial reports and systematically follow up on findings and corrective actions.
  • Assess subgrantee capacity gaps and support the design and delivery of capacity-strengthening plans.
  • Maintain organized subgrant files and tracking databases to ensure full documentation for audits and donor reviews.

3. Compliance and Coordination

  • Ensure all program and subgrant activities comply with international donor regulations, Authority for Civil Society Organizations (ACSO) requirements, and CSRC policies.
  • Liaise professionally with donors, partner organizations, government ministries, and other external stakeholders as required.
  • Coordinate directly with the Finance and Administration team on budget tracking, disbursements, and subgrant payments.
  • Support internal and external audits as well as rigorous donor compliance reviews.

  • Education: Advanced university degree (Master’s degree preferred) in Development Studies, Social Sciences, Law, Business Administration, or a directly related field.
  • Experience: A minimum of six (6) years of relevant professional experience in program management and subgrant/subgrantee management explicitly within NGOs or CSOs.
  • Regulatory Knowledge: Deep, working knowledge of Ethiopian CSO regulatory requirements (ACSO) and major donor compliance frameworks (e.g., EU, World Bank, OSF, USAID, or similar).
  • Language Proficiency: Excellent written and oral command of both English and Amharic.
  • Core Professional Skills: Outstanding report-writing and organizational skills; advanced analytical capabilities; high attention to detail; and the ability to work under pressure to meet tight deadlines.
