
Samaritan’s Purse (SP) is a non-denominational evangelical Christian organization providing spiritual and physical aid to hurting people around the world. The organization has helped meet the needs of people who are victims of war, poverty, natural disasters, disease, and famine, and operates across various regions in Ethiopia.
To reinforce its strategic administrative, program development, and field support teams, Samaritan’s Purse is executing a talent acquisition drive. Qualified, experienced, and highly competent individuals are invited to review the open positions outlined below.
Open Positions
1. Program Development Manager (PDM)
- Open Positions: 1
- Duty Station: Addis Ababa, Ethiopia (with in-country field travel)
- Contract Duration: Until December 31, 2027
- Reports To: Deputy Country Director – Programs and Strategy
- Educational Qualification: Bachelor’s degree in Social Sciences, Development Studies, Community Development, or a related field. A Master’s degree in a related field is an added advantage.
- Experience: Minimum of five (5) years of experience in a similar role within the NGO/INGO sector, preferably in Ethiopia or the Horn of Africa.
- Key Responsibilities:
- Program Design & Writing: Lead programming development by crafting high-quality concept papers, comprehensive project proposals, and detailed operational budgets.
- Strategic Representation: Build and manage relationships with bilateral donors, International NGOs, and Ethiopian government ministries; represent SP at UN cluster meetings and partner platforms.
- Operations Support: Assist in program lifecycles including assessments, data collection verifications, monitoring and evaluation frameworks, and program close-outs.
- Capacity Building: Supervise the Program Information & Communication Officer, international interns, and apprentices; train field teams in behavior change communications and M&E methods.
2. Human Resources Officer
- Open Positions: 2
- Duty Station: Ethiopia Field/Center Office (in collaboration with the Addis Ababa HR Team)
- Contract Duration: Until May 31, 2027
- Educational Qualification: BSc/BA degree in Business Administration, Social Studies, Human Resource Management, or a relevant field. Further professional HR training is a plus.
- Experience: Three (3) to four (4) years of progressive experience in human resource functions, preferably within another INGO.
- Key Responsibilities:
- Recruitment & Staffing: Schedule job interviews in coordination with the Addis team; lead onboarding and induction processes for new hires, reinforcing institutional policies.
- Database & File Management: Maintain accurate, highly confidential trackers, personnel files, and leave/vacation tracking sheets for national staff.
- Performance Management: Monitor employment contracts and work closely with Field Leads to execute probationary and annual performance evaluation frameworks.
- Separation Management: Ensure departing staff complete documented handovers and orchestrate institutional exit interviews.
3. Logistics & Procurement Officer
- Open Positions: 1
- Duty Station: Field Office Setup (with travel to field locations)
- Contract Duration: Until May 31, 2027
- Educational Qualification: BA degree in Procurement, Supply Chain Management, Purchasing Management, Business Management, Marketing Management, or a related field.
- Experience: Three (3) to four (4) years of experience in supply chain, logistics, or procurement operations, preferably within an INGO/NGO environment.
- Key Responsibilities:
- Supply Chain Management: Manage transparent, cost-effective procurements adhering to the “six rights” of supply; maintain vendor databases and track framework agreements.
- Financial Compliance: Process procurement transactions, finalize electronic payment documentation, and promptly submit audited records to the Finance unit.
- Inventory & Asset Tracking: Verify field warehouse deliveries, issue Goods Received Notes (GRN), and provide fixed asset details to the Country Office for registry tracking.
- Operations & Reporting: Oversee fleet management, resource tracking, and field logistics; submit weekly and monthly reports to the Procurement Manager.
General Requirements & Core Competencies
- Alignment: Willingness to abide by Samaritan’s Purse’s code of conduct and respect the organization’s core institutional values and principles.
- Languages: Professional proficiency in written and spoken English and Amharic. Knowledge of regional or alternative national languages is required/advantageous depending on the field assignment.
- Safeguarding: Commitment to promote strong child and adult safeguarding practices in accordance with the SP Safeguarding Policy.
- Physical Demands: Ability to occasionally travel through fluid security contexts, stand/walk for extended periods, and lift up to 100 pounds if required during emergency relief distributions.
